(18 June 2025) NAIROBI (Halqabsi News) — Somalia has concluded its participation in a key regional workshop focused on advancing national capacity development strategies. The two-day forum, held in Nairobi and supported by the African Development Bank (AfDB), brought together delegations from Somalia, South Sudan, Guinea-Bissau, and the Central African Republic. Somalia’s high-level team, led by Director General of the Ministry of Planning Mohamed Hassan Shire, showcased a strong, whole-of-society approach with representatives from government, civil society, academia, and the private sector.
Discussions during the workshop centred on results-based financing, institutional reform, and public sector performance. Somalia’s delegation actively engaged in technical sessions and working groups that explored practical tools for planning and service delivery. Director General Shire highlighted Somalia’s ongoing reform agenda, emphasising efforts to invest in human capital and enhance public institutions in alignment with national goals and regional frameworks.
On day two, Somalia presented its National Capacity Development Strategy (2025–2029), unveiled by Mr. Adow Mohamed Adan, Director of Human Resources. The strategy is closely tied to Somalia’s National Transformation Plan and Vision 2060 and focuses on workforce development, data systems, and accountable governance. Its inclusive development process reflects Somalia’s commitment to collaborative state-building and transparent service delivery.
As the workshop wrapped up, Somalia reaffirmed its dedication to implementing the NCDS effectively. With support from AfDB’s African Development Institute, the workshop underscored the importance of regional cooperation and national ownership in driving lasting institutional transformation across fragile and conflict-affected states.
