(26-12-23) KISMAYO (Halqabsi News) — The Jubaland Regional Assembly held one of its parliamentary sessions on Monday, which enacted amendments to Article 35, Clause 1 of the Jubaland State Constitution. The reviewed clause relates to the processes of granting confidence and impeaching members of the Jubalnad Council of Ministers.
Presided over by Abdi Mohamed Abdurahman, the Speaker of the Jbbaland State Assembly, and attended by 53 parliamentarians, the assembly engaged in a thorough debate on the necessity and implications of revising Article 35. Previously, the article required a collective voting process for both endorsing and dismissing the entire Council of Ministers.
Following a comprehensive discussion, the assembly members cast their votes by hand, leading to the passage of the amendment. The change introduces a more individualised approach, enabling the removal of ministers on an individual basis, thereby marking a departure from the former collective voting method.
