(27 Aug 2024) MOGADISHU (Halqabsi News) – The Minister of Interior, Federal Affairs and Reconciliation, Ali Yusuf Hosh, launched the Dowlad-Kaab Local Governance Program in Mogadishu today. The launch was attended by Federal Member States, Banadir Regional Administration, Diplomatic Missions and United Nations Representatives.

In his opening remarks, Minister Hosh emphasized the Somali government’s commitment to empowering local governments. He highlighted the achievements of the completed JPLG project, which was implemented in all states and administrations of the country over 15 years. The project focused on urban planning, revenue generation, infrastructure development, and the provision of basic services such as education, health, water and sanitation.

Minister Hosh urged the Ministries of Internal Affairs of the Regional Governments, SSC-Khatumo and the Banadir Regional Administration to redouble their efforts to bring services and governance closer to the citizens.

The Dowlad-Kaab program will build on the achievements of the JPLG project and focus on the following key areas:

  1. Completion of ongoing local government projects.
  2. Monitoring and implementation of new projects over the next 5 years.
  3. Expansion of districts and improvement of activities.
  4. Provision of funding by the Federal Government.
  5. Support for the construction of local government projects.

The United Nations Resident Representative, Lionel Laurens, commended Minister Hosh for his leadership in local governance and expressed the UN’s commitment to continuing its partnership with the Ministry of Interior, Federal Affairs and Reconciliation in support of local governments.

The launch of the Dowlad-Kaab program marks an important step in Somalia’s efforts to strengthen local governance and improve the lives of the population.
