(15 Mar 2024) MOGADISHU (Halqabsi News) – Federal Parliament Speaker, Sheikh Aadan Mohamed Nur (Madoobe), has formally expelled lawmaker Dr Abdullahi Hashi Abiib from the House of the People, citing chronic absenteeism and violations of parliamentary procedures.
The dismissal, announced via an official statement on Thursday, follows Abiib’s failure to attend two consecutive parliamentary sessions without providing valid justification. The move invokes Article 59(d) and Article 8(4) of Somalia’s parliamentary rules, which mandate the removal of members who neglect their duties.
Abiib, a vocal opponent of President Hassan Sheikh Mohamud’s administration, had frequently accused the federal government of corruption and mismanagement. His critiques, detailed in reports to international organizations, positioned him as a thorn in the side of the executive branch. Analysts suggest his absence from sessions may have been strategic, though the Speaker’s office emphasized procedural adherence over political motives.
The vacated seat, Hop#201, represents northern regions under the federal framework, including areas claimed by Somaliland—a self-declared independent state unrecognized globally. The seat was previously held by former Finance Minister Abdirahman Duale Beyle, who retired from politics and returned to Somaliland in 2022.
Speaker Madoobe directed authorities to initiate constitutional procedures to fill the vacancy, reaffirming the legislature’s commitment to representation despite Somaliland’s longstanding boycott of federal institutions.
