The session opened with the formal swearing-in of newly appointed ministers for Public Works and for Energy and Water.
Briefing the Council, Internal Security Minister Mohamed Kheyre reported on the ongoing offensive against the Al-Shabaab militant group, praising the critical support from local communities and security forces in Midlde Shabelle and Hiiraan regions. Ministers also reviewed the impact of recent heavy rains across HirShabelle, which have disrupted transport networks in several areas.

President Gudlawe directed the Health Ministry to expedite the expansion of healthcare services and accelerate the rollout of the Damal Caafimaad programme.
“I will not tolerate negligence,” President Gudlawe said, citing the dismissal of the Public Works Minister a day earlier over failure to implement road construction projects. “Strict accountability delivers better services.”
