(31-10-23) MOGADISHU — The Prime Minister of the Federal Government of Somalia, Hamza Abdi Barre, on Tuesday called for the speedy completion of the nation’s constitution, declaring that a government lacking one “cannot be a government.” The remarks were made during a conference that examined the role of Islamic scholars in the country’s peace and reconciliation efforts.
PM Hamza added that a comprehensive constitution is a cornerstone for international recognition and statehood. “We have been struggling for debt forgiveness and working hard to lift the arms embargo. A complete constitution would serve as evidence of a full government,” he said.
The Prime Minister urged Islamic scholars to partake in finalising the constitutional text, recognising their critical role in peace-building and moral guidance within the Somali community.
Experts believe that involving Islamic scholars in the drafting process could enrich the document by integrating moral and ethical principles with legal provisions. However, they caution that such an initiative requires meticulous planning to ensure the constitution represents the diverse interests of the Somali people.
